"Surplus Can't Be High Speed" Says who? This pouch is a uniquely designed M4 STANAG pouch that was quite ahead of it's time when it came out, and might have you getting rid of your rigid kydex insert belt pouch for speed reloads.
Most USGI mag pouches aren't exactly known for avant-garde designs, and that's actually what makes them so excellent most of the time. They get quality manufacturers to make everything in the USA with US materials, and their pouch designs are all simple and elegant. This is the one that didn't stick around for too long, but might deserve a revival...
The idea behind it is simple - a quicker way to reload using a different style of retention. The interior of the pouch is lined with a semi-grippy material that will hold mags in place, and a simple flap with a pull tab covers the top of the magazine, similar to bungees on an open-top mag pouch design. When you need to reload, simply rip the pull tab away, and your mag will be able to be easily removed. If you don't want to use the top, it's easily stowable using the hook and loop field on the front of the magazine. No Kydex inserts that are uncomfortable in prone position and don't self collapse, and it's still grippy enough to hold a fully loaded magazine upside down.
Who knows, you might be the weird guy at the flat range rocking a surplus pouch and trying to explain why it's better just like we did...
